Kosovo-Serbia deal to restore flights is “tax-free”

Kosovo and Serbia signed on Monday a deal in Berlin to re-launch commercial flights between their capitals. The US-brokered deal was signed by representatives of Kosovo, Serbia and German company Lufthansa and Eurowings. Gazeta Express got hold of the document which among other things obliges Kosovo to revoke tax on Serbian goods introduced by Kosovo government in November 2018 on all Serbian imports.

The letter of intent which from the Kosovo side was signed by an official of the Kosovo Civil Aviation Authority, in addition to signature of the Lufthansa Group bears the signatures of the Pristina International Airport and KFOR’s commander. In the letter of intention is stated that the direct flight between Pristina and Belgrade would be in compliance with the Agreement on Integrated Border Management (IBM) reached during the EU-facilitated dialogue between Kosovo and Serbia. The Agreement enables movement of Kosovo citizens through territories only with IDs. Serbia does not recognize Kosovo’s independence and refuses recognizing its passports.
