“The Constitution is not a bible”, the statement of the EU special representative for the Kosovo-Serbia dialogue Miroslav Lajcak, which triggered reactions in Kosovo, has been misinterpreted, according to the European Union. In a response to Gazeta Express, the EU says that the change of the Constitution that Lajcak spoke about, also applies to Serbia.

After meeting with Serbian President Aleksandar Vucic in Belgrade, Lajcak spoke about constitutional changes.

A while ago Lajcak said in Pristina that the (2013) agreement on the Association of Serb Municipalities should be implemented by Kosovo. But as some points of that agreement contradict the Constitution of Kosovo, there were reactions in Pristina.

However, Peter Stano, spokesperson for the EU, said that the statement was misinterpreted and that it was not just about Kosovo.

“Mr. Lajcak explained what happens if you are negotiating an international agreement,” said Stano. “When reaching an international agreement, then the necessary legal arrangements by the government, including the constitutional level, must be considered in order to integrate it into the legal and constitutional order. And this applies to Kosovo and Serbia.” /GazetaExpress/
