Besnik Muçaj from the Kosovo Institute for Local Governance, in EURO in Q7, said that taking funds from municipal budgets is affecting the postponement of planned capital projects in municipalities.

According to him, most municipalities have planned capital projects and many of them have also started the procurement process, while some have already signed contracts.

Mucaj said that in this case, municipalities could face bailiffs twice: once by taking their funds due to the collective contract and the other time due to the failure to make contractual payments as a result of not paying on time.

"Another problem that municipalities may face is that contracts made by economic operators may encounter problems in their implementation due to price increases from the moment the contract was signed. What happened in 2021 may happen, when many operators withdrew due to the inability to implement the contract as a result of the increase in prices of the products that they would use in the implementation of these capital projects. And imagine, municipalities announced tenders in April and the time it takes until the winner is announced and the contract is signed may leave them without financial resources as a result of enforcement processes," said Mucaj.

Mucaj, on the other hand, said that all these problems that have been plaguing municipalities for years have had and will have major consequences for local economic underdevelopment.
