The Council of the EU, which is the decision-making body of the European Union, is not expected to put the issue of visa liberalization on the agenda this year either, a source within the EU told Gazeta Express. “The proposal to grant Kosovo visa liberalisation was presented by the European Commission to the Council and the European Parliament in 2016, followed by a report in 2018 indicating Kosovo had fulfilled all required benchmarks,” the source said. “It is on the basis of this proposal that the Council has discussed this issue with a view to agreeing on a negotiating mandate to start discussions with the European Parliament. However, sufficient support for a text has not yet been reached due to concerns by a number of member states regarding the fulfilment of the required benchmarks.” /GazetaExpress/
