European Commission: Kosovo risks losing tens of millions of euros if reforms are delayed until June 30

If Kosovo does not implement the Reform Agenda within the framework of the Growth Plan by June 30, 2026, it risks losing tens of millions of euros worth of funds provided by the European Union.

Currently, the country does not have a functional Assembly, and there is a possibility that this situation will continue throughout June, or even beyond.

The elections are set for June 7, and the subsequent processes – vote counting, certification of results, and the constitution of the Assembly – are expected to last beyond this deadline.

The European Commission in a response to KALLXO.com, said that Kosovo is entitled to benefit from up to 882.6 million euros, provided that the steps of the Reform Agenda are fulfilled and if the general conditions and preconditions for payment are met. 

The institution added that following the delayed ratification of the Facility Agreement and the Loan Agreement, Kosovo needs to accelerate the implementation of the Reform Agenda to avoid losing funds related to reform steps, whose deadlines are approaching.

In response, they recalled that the next reporting deadline will be June 30, 2026, and after assessing the fulfillment of the steps of the Reform Agenda - provided that the general conditions and preconditions have been met - the regular release of funds under the Growth Plan can be made.

"With the end of the first period of tolerance (grace period) "On June 30 of this year for 13 reform steps, Kosovo risks losing funds if it does not make progress in implementing the Reform Agenda," he wrote in response.

When the European Commission began transferring pre-financing funds of 61.8 million euros to Kosovo after the ratification of the agreements, the Government announced that in its Reform Agenda, which is the basis for the allocation of funds from the EU Growth Plan, Kosovo has committed to implementing 111 reform steps, covering key areas such as the rule of law, governance, economic development, green and digital transitions, and human capital.
