Only 5 more days remain for political entities to submit proposals for members of the Central Election Commission to the President of Kosovo, Vjosa Osmani. The new composition of the CEC is expected to reflect the results of political entities from the last parliamentary elections, which were held on December 28, 2025, writes Gazeta Express.

According to these results, 6 members are expected to be appointed from among Albanian political entities: 2 from Vetëvendosje, 2 from PDK and one member each for LDK and AAK. Four other members will be appointed from among minority communities.

Currently, in the CEC, Vetëvendosje and PDK are represented by two members, while LDK and AAK have one member each. From the communities, the Serb List has one representative, while the Turks, Bosniaks and Roma also have one member each.

On March 9, 2026, the President of Kosovo, Vjosa Osmani, sent special requests to political entities from which she requested written proposals for the names of candidates for members of the CEC.

According to paragraph 6 of Article 61 of the Law on General Elections, which deals with the mandate and appointment of CEC members, political entities must submit their proposals within 7 days. Therefore, this deadline will expire on March 15, 2026.

According to the same law and the same paragraph, the appointment of members by the president is made within 5 days of sending the proposals. Therefore, the deadline for their appointment is March 20, 2026.

New elections – DnV calls for the appointment of new members

The new political situation in the country, created after the failure of the Assembly to elect the President of Kosovo by March 5 and the decree of the current president, Vjosa Osmani, to dissolve the Assembly of Kosovo - is most likely expected to lead the country to early elections for the Assembly of Kosovo.

In these circumstances, the network of organizations involved in monitoring elections in Kosovo, Democracy in Action (DnV), on March 7, requested from President Osmani to begin the procedure for the new composition of the CEC.

"At this moment, when the country is facing developments that are expected to lead to a new electoral process and when March 11 - as the legal deadline for this procedure is approaching - the conclusion of the process of appointing the new composition of the CEC becomes even more important. This is especially because the current legislation no longer provides for the automatic extension of the mandate of the existing composition of the CEC until the appointment of the new one - in the event of elections - as was regulated by the previous law," the DnV request stated.

According to the DnV, "any possible electoral process must find Kosovo with consolidated, functional electoral institutions with a clear legal mandate, so that the administration of elections is not accompanied by dilemmas about its legitimacy."

Rumored names for CEC members

So far, some of the political parties have sent their proposals to the Presidency.

The Democratic League of Kosovo and the Alliance for the Future of Kosovo have sent the names of the current members, Sami Hamiti and Muharrem Nitaj, Express reports.

It is understood that Vetëvendosje and PDK have not yet officially proposed their representatives for the CEC.

Currently, Vetëvendosje is represented by Alban Krasniqi and Sami Kurteshi. The latter is not eligible for re-appointment as according to the election law, “CEC members cannot serve more than 3 consecutive terms.”

Meanwhile, PDK is represented by Ilir Gashi and Arianit Elshani. The latter also cannot be reappointed due to the same legal restriction. /Express newspaper
