The Minister of Labor, Family and Values of the Liberation War, Andin Hoti, two days ago, announced that he had made an immediate decision to begin an extraordinary inspection campaign throughout the territory of Kosovo, especially in the construction sector.
According to the decision issued by the Ministry of Labor, Family and Liberation War Values on April 13, the Central Labor Inspectorate is obliged to draft an emergency plan and immediately begin an extraordinary national inspection campaign. This campaign will be carried out throughout the country for a period of 15 days, with a focus on construction sites and high-risk activities.
Inspections will be carried out intensively, including during holidays and outside regular working hours. In cases where non-compliance with basic occupational health and safety measures is found, entities will face immediate cessation of activity, placement of blocking signs, as well as punitive measures according to the legislation in force. Also, procedures for temporary suspension of activity and other legal measures are foreseen, until the recommended requirements are met, the decision states.
The decision foresees the organization of the work of field inspectors in two daily shifts, with the aim of increasing coverage throughout the day, including during holidays. It also orders mandatory rotation of inspectors between municipalities and regions.
As part of the measures, a temporary inter-institutional Task Force on Occupational Safety and Health in the Construction Sector is being formed, consisting of representatives of the Labor Inspectorate, Kosovo Police and other relevant institutions. Its task is to coordinate field actions and support the implementation of punitive measures.
An ad hoc team is also being established to analyze recent cases of accidents at work, which will review recent cases and those that occurred during the last 12 months, as well as provide recommendations for preventive measures and improvement of the inspection system. This team is required to submit a final report within one month.
The decision obliges the Labor Inspectorate to publish data on the number of inspections carried out, prohibitions of activities and punitive measures imposed, every 48 hours, on the official website and social networks.
