Today, on May 6, according to the Central Election Commission's activity plan, various phases of the electoral process will begin, which are directly related to voters both inside and outside the country.

Starting today, the registration of voters outside Kosovo will begin (May 6 - May 17, 2026), the change of the Voting Center within the municipality (May 6 - May 17, 2026), and the objection of inaccuracies in the voter list (May 6 - May 18, 2026).

CEC spokesperson Valmir Elezi has indicated that citizens living abroad can apply to register as voters outside Kosovo and select their voting method.

"During this 12-day period (May 6 – May 17, 2026), all Kosovo citizens living abroad can apply to register as voters outside Kosovo. At the time of registration, voters can individually determine one of three ways to vote: (1) to vote physically at one of the diplomatic missions of Kosovo; (2) to send the ballot by mail to one of the mailboxes opened by the CEC outside Kosovo or (3) to send the ballot to the CEC mailbox in Kosovo," said Elezi.

Regarding voter registration, Elezi said that the CEC has operationalized the electronic platform. https://diaspora.kqz-ks.org 

At the last CEC meeting, held on May 5, the CEC decided to approve the list of Voting Centers in diplomatic missions and set the maximum number of voters who can register to vote at embassies and consulates.

According to the CEC decision, the voting process is planned to be organized in 48 diplomatic missions with a total of 70 polling stations, of which 33 embassies and 15 consulates. Meanwhile, the maximum number of voters who can register to vote in these Voting Centers is 66,450.

The limitation on the maximum number of voters who can register applies only to voting at a diplomatic mission, while the number of voters who can register for voting by mail is unlimited. In the event that the maximum number of voters at a diplomatic mission is reached, according to the principle of the time of application, the applicant will be instructed to register for other methods of voting by mail.

Following last year's elections, the CEC has regulated various issues related to voting outside Kosovo. The CEC has set a minimum number of 50 registered voters as a criterion for organizing voting at a given diplomatic mission.

"If the number of voters registered to vote at a diplomatic mission is below 50, physical voting at that diplomatic mission will not be organized and registered voters will automatically be transferred to the status of voters by mail and will be notified of this by the CEC. Meanwhile, for citizens who register to vote by mail, the CEC, as it did in the last local and parliamentary elections, will send them a package with ballots by mail," said Elezi.

Also, starting today (May 6 - May 18, 2026), a 13-day period for contesting inaccuracies in the voter list will begin.

According to Elezit, "any person with the right to vote who is not on the Voter List, has been incorrectly assigned to another voting center or has other incorrect data, may request that the CEC review it, through (1) the electronic platform https://qv.kqz-ks.org, or (2) by appearing at the Municipal Election Commission in the respective municipality."

Also, according to him, "during this period, the voter may object to the inaccuracy of the Preliminary Voters' List for any voter's name that he claims should not appear on this list, including cases when the name of a deceased person appears on this list. In this case, the complaint must be filed with the Electoral Panel for Complaints and Submissions", explained Elezi.

Even in this election process (May 6 - May 17, 2026), the CEC will enable Kosovo citizens to change the Voting Center only within their municipality.

Citizens with the right to vote will be able to find out their voting center and, if they wish, change it, by assigning it as close as possible to their place of residence in their municipality: (1) through the CEC electronic platform https://qv.kqz-ks.org, or (2) by submitting the request to the Municipal Election Commission in the municipality where the voter is registered.
