The Kosovo Law Institute (KLI) has assessed that the process for electing the President in the 10th Legislature was one of the most problematic parliamentary and constitutional episodes.

IKL senior researcher, Naim Jakaj, said that the process took place without political agreement and without transparency.

"The sessions were called even though the necessary votes were missing, while in some cases they were held without the required quorum, seriously violating the legality and legitimacy of the process," Jakaj declared during the presentation of the monitoring report for the 10th Legislature of the Assembly of Kosovo.

According to him, the process was characterized by a total lack of transparency in political negotiations.

"Prime Minister Albin Kurti has held meetings with opposition leaders, but public opinion has never received an explanation of what was discussed. It has not been made known whether political agreements or the inclusion of opposition parties in the government were discussed," he said, reports Betimi për Drejtësi.

Jakaj also mentioned the case of the message "We are choosing karate, then let's see what the Constitutional Court says", sent by a deputy during the session for the President.

"Although this was later called sarcasm, such an approach to such an important constitutional process undermines public trust in institutions and in the very seriousness of parliamentary decision-making," he said.

Otherwise, the Kosovo Law Institute (KLI), with the support of the Rockefeller Brothers Fund, on Tuesday published the monitoring report for the 10th Legislature of the Kosovo Assembly.
