The leader of the Democratic Party of Kosovo, Bedri Hamza, has presented the latest offer of the Prime Minister of Kosovo, Albin Kurti, on the issue of the president.
Hamza has told about the chronology of all the discussions with Kurti and the position that PDK has taken on the issue of the president. He has said that today he received a message from Kurti on Whatsapp, where he offered PDK the post of Speaker of the Assembly in exchange for the deputy speaker that PDK currently holds.
However, Hamza says that the Assembly is constituted and that the exchange Kurti is offering is unconstitutional, since under the Constitution, the Speaker of the Assembly belongs to the largest parliamentary group emerging from the elections.
"Then this has a chronology. I am among the few leaders of political parties who have never set red lines for any political entity. After the elections, I accepted the official result. I spoke about a comprehensive political agreement, it did not happen. I spoke and we gave a position as the Democratic Party that if there are candidates proposed by the Jashari family, the parliamentary group of the PDK (Democratic Party) will have 22 votes in favor of a candidate from this family. We know Mr. Jashari's statement. For me, it is acceptable, it is appreciated, it is a family that is a little different from all the others because of the role and contribution it has for the freedom and independence of Kosovo.
Beyond that, I have not gone to meetings without the proper formalities. With a communication on WhatsApp, on weekends, in the Government building… In the Prime Minister's office… Yes, in the Prime Minister's office, because he is the Prime Minister of the Government of the Republic of Kosovo. And during the conversations, my position has been this: The President should be elected by the person proposed by the Democratic Party of Kosovo, not necessarily by someone who is part of the structures of the Democratic Party of Kosovo. This topic has also not been accepted.
I spoke about principles, criteria, agreements and names. If you can't give me the name without a political agreement and reconciliation. Furthermore, we have requested that we have an official invitation which we will discuss within the structures of the Democratic Party of Kosovo, in the Presidency and the Steering Council. We have not received an official invitation. We have not received a formal official invitation. It has not been that serious that we know, it is not the weather, 5-6 months ago he continuously sent letters to the Democratic League of Kosovo. We do not have such an invitation", he said.
"Based on this situation, we have invited the Steering Council. We have given Mr. Kurti sufficient time to make the necessary efforts to give the country a President. Of course, there were other priorities. And today, (the Steering Council meeting was invited a few days ago), today I received a communication from Mr. Kurti on WhatsApp where he makes an offer to the Democratic Party of Kosovo. The offer is this: that the deputies of the Democratic Party stay in the hall, vote, and as a result of this, the Democratic Party is offered (I am very correct in my interpretation) the position of Speaker of the Assembly, with a kind of change that would give Vetëvendosje the position of Deputy Speaker of the Assembly, which the Democratic Party of Kosovo currently holds.
First, this is not serious because the Presidency of the Assembly is established, the Assembly is established, they have been elected, they have been voted in. We have not contested this issue, we are not talking about the Speaker of the Assembly. We have not gone there to ask for a position for ourselves, nor for any of the members of the Democratic Party; we have gone there to give the country institutions, institutional and political stability. And second, this is not serious at all. And third, which is very important, it is not even constitutional. Because the Constitution and the rules of procedure of the Assembly are clear: the Speaker of the Assembly belongs to the largest parliamentary group that emerged from the last elections. Now, the group that nominates is within their right, it belongs to them and is voted on in the Assembly. While the deputy speakers are political representatives of political parties. And in this case, that is, it is not possible for this to be done even within the Constitution and normally it is not serious at all.
It is clear that Mr. Kurti, with his statements from the beginning, has been working in the direction of taking the country to elections. You remember well: first the Assembly, then the Government, then some laws, and the President... when it is done", said Hamza.
