Democratic League of Kosovo MP Arben Gashi has said that it is up to the first party, in this case the Vetëvendosje Movement, to propose a candidate for the first speaker of the assembly, but that it is also up to the same party to offer a solution to get out of the situation created by the impasse over the constitution of the parliament, writes Gazeta Express.
Gashi also commented on the issue of the voting procedure in the constitutive session, stating that its change can be made through a motion to bypass the assembly's rules of procedure, which must then be approved by vote on the new procedure.
He added that the motion in question would be mandatory for all MPs to participate in the vote.
"Continuing efforts to bypass procedures and violate the constitutional order and approved rules is harmful to the entire political scene without distinction, but especially to the party that came first in the elections," he said, among other things.

Regarding the voting procedure in the constitutive session of the Assembly, we reiterate that this procedure was established in the preparatory meeting held in accordance with the Constitution and the Rules of Procedure, by the Presidency of the previous legislature. Any change to it can only be made through a procedural motion to override the Rules of Procedure of the Assembly, and then approved by a vote on the new procedure. Such a motion would be mandatory for all deputies to participate in the vote.
