The United States announced today that it has indefinitely suspended the planned Strategic Dialogue with Kosovo due to concerns about the actions of Albin Kurti's caretaker government.

The US embassy in Kosovo announced this decision, saying that the actions of the Kurti government "have increased tensions and instability, limiting the ability of the United States to work productively with Kosovo on shared priorities," the US embassy said.

But what is the Strategic Dialogue that the US suspended today?

The strategic dialogue is a process that the US State Department in most cases develops with different countries of the world with the aim of advancing bilateral relations.

This process includes high-level discussions between the two countries that take place either in Washington, or in the respective country, on a wide range of topics such as defense, security, environment, energy, economic cooperation, etc.

The US has developed strategic dialogue in recent years with France, the United Kingdom, Romania, Austria, Poland, Slovenia, Moldova, Greece, North Macedonia, Qatar, Oman, Bahrain, Egypt, etc.

The US engages in strategic dialogue not only with states, but also with organizations or movements of countries that it does not consider allies, such as the Belarusian Democratic Movement led by Sviatlana Tsikhanouskaya.

Strategic dialogue with Kosovo and Serbia was also mentioned in a press release by US Senator Jeanne Shaheen in April 2024.

At that time, the US Senate Foreign Relations Committee approved a bill proposed by Democratic Senator Shaheen and Republican Senator Roger Wicker, aimed at increasing US engagement in the Western Balkans, and sent it to the Senate for consideration.

The bill also mentions the need to implement the Ohrid Agreement between Kosovo and Serbia, emphasizing that when sufficient progress has been made, the United States should consider initiatives to strengthen bilateral relations with both countries.

"These proposed steps include the initiation of bilateral strategic dialogue with Kosovo and Serbia and the support of concrete initiatives in the field of trade and investment," said the press statement of Senator Jeanne Shaheen.

In the region, only North Macedonia has entered such a strategic dialogue with the USA. The first meeting was held on June 2, 2022 in Washington DC, and was led by the former Foreign Minister of North Macedonia, Bujar Osmani, and the US Assistant Secretary of State for European and Eurasian Affairs, Dr. Karen Donfried.

At that time, both countries emphasized their support for the sovereignty and territorial integrity of Ukraine and reaffirmed their commitment to the regional integration of the Western Balkans through political, economic and security initiatives.

At the meeting they also underlined the strategic importance of developing advanced defense capabilities, conducting exercises and bilateral training activities to improve interoperability and readiness.

Furthermore, they reaffirmed the commitment to increase diversification and energy independence in support of national security and shared the commitment to expand and deepen bilateral economic and trade cooperation.
