The failure to hold the constitutive session today does not constitute a violation of the Rules of Procedure of the Assembly of Kosovo, as the situation created due to the bomb threat is considered an emergency circumstance. This was emphasized by constitutional expert Mazllum Baraliu.
"It is an emergency matter, the rules of the Assembly have not been violated," he declared to KP.
After receiving a message that a bomb would explode within 10 minutes in the Parliament building, police ordered the removal of MPs, staff, and journalists from the Kosovo Parliament building.
Thus, the holding of the constitutive session for the 42nd time was postponed to eight o'clock in the evening, exceeding the 48-hour deadline.
Regarding this, university professor Mazllum Baraliu said that emergencies must be taken into account, referring to the situation created today in the Kosovo Parliament building.
