Yesterday, the 42nd attempt to constitute the assembly failed. A similar attempt will take place tomorrow at 11:00.

This was stated by the chairman of the constitutive session, Avni Dehari, yesterday after the secret ballot committee received 39 votes.

Last night, the constitutive session resumed at around 20:00 PM after a false bomb alarm. It again lasted only a few minutes.

This latest failure comes despite President Vjosa Osmani's meetings with parliamentary parties to help find a way out and her warnings that there will be legal consequences if the Assembly is not convened by July 26.

The Constitutional Court issued a ruling on June 26th that obliges MPs to constitute the Assembly within 30 days, but did not provide details on what the consequences would be if the deadline was not met.

Osmani said he will go to court if the deputies do not form the legislative institution soon.

The session called to elect the Speaker of the Assembly and continue with the other steps of the constitution was not successful, due to the lack of agreement between political parties regarding the formation of a commission for secret balloting for the candidate for Speaker of the Assembly, Albulena Haxhiu.

For a long time, the largest parties, the Democratic Party of Kosovo (PDK), the Democratic League of Kosovo (LDK), and the Alliance for the Future of Kosovo (AAK), have opposed the Vetëvendosje Movement's proposal that Haxhiu, the acting Minister of Justice, be elected as the head of the Assembly.

They have described Haxhiu as a "divisive figure" and have asked Vetëvendosje, as the winner of the elections, to come up with a different name.

Despite this, Vetëvendosje has not given up, saying that proposing the name of the mayor is the exclusive right of the election winner and that Haxhiu is a deserving candidate.
