The money fell onto the street and caused chaos as passersby tried to collect it.
The building's management has confirmed that the banknotes are real, but the motives for the incident remain unclear.
According to unofficial reports, the incident may be related to a family conflict or the woman's severe emotional state.
Police have called on citizens who have taken money to return it.
