For more than a month, political parties and in fact public opinion as a whole, awaited the Constitutional Court's position regarding the secret ballot, as a way out of the crisis that has gripped the country with the failure to constitute the Assembly. However, the Constitutional Court's ruling that came out on June 26 did little to help with the uncertainties created, thus allowing the 'fog' of different interpretations to continue without any concrete results. The only thing that the political sphere welcomed from the ruling in question was the 30-day deadline for the constitution of the Assembly, writes Gazeta Express.

In her judgment, the Constitutional Court stated that the deputies "must, as soon as possible and no later than thirty (30) days, conclude the Constitutive Session of the Assembly by electing its Speaker and Vice-Speakers."

Although clear on the deadline, the court was not clear on the potential consequences that could arise if the Assembly is not constituted within this time.

Seeing that the parties are continuing with the same tone even after the Constitutional Court's decision, the question quickly arose: What after 30 days?

For this, the main attention was focused on the country's president, Vjosa Osmani, who gave her comments on this very issue.

The same said that when something is mandatory, in case of failure to fulfill it as an obligation ''there will be legal consequences''.

"I don't know if in these cases a temporary measure has been requested to prevent the deadline from running, if there is no temporary measure to prevent the deadline from running, we have less than 25 days left and the Court's judgment does not allow the constitution within 30 days as an option, but I clarify it by taking into account interpretations of different states in a similar constitutional system, and whenever this is mandatory. What I have mentioned is that when something is mandatory in a constitutional sense, it means that failure to fulfill the obligation does not go without consequences - there will be legal consequences. It is not that we can expect the Court to say: well, after 30 days, continue the same way," she said in a statement made today.

Although she warned of legal consequences, Osmani implied that to know what they are, a response from the Constitutional Court is needed, to whom she said she plans to address in the event that the Assembly is not constituted.

"I plan, if the Assembly is not constituted very soon, to address the Court with a request for clarification regarding what happens after 30 days, because I want to clarify what the legal consequence is of not fulfilling the constitutional obligation to constitute the Assembly within 30 days," the president declared.

Otherwise, Osmani has held her second meeting with political parties in the last two days precisely regarding this issue. Although she held the first meeting with the major parties jointly, the second, she met the leaders separately. However, the result was the same. The parties remain in their positions, allowing the impasse to continue. /Express newspaper
