The most vulnerable areas are Iwate and Aomori prefectures in northern Honshu, as well as the island of Hokkaido. Waves up to 80 centimeters high were recorded in the first hour after the earthquake, but the threat of larger waves is still present.
Evacuations have been ordered in several port cities. These include Otsuchi and Kamaishi, which were badly damaged by the 2011 tsunami. Japan's public broadcaster reports that thousands of people have been asked to evacuate to safer places.
