The institutional crisis that has been going on for almost six months has hit a number of independent institutions, including the Ombudsman institution, whose four members, including the lawyer himself, have expired, as well as the Independent Media Commission, a body that now has a dysfunctional board as a result of the failure to constitute the Assembly.

But it wasn't just the Ombudsman and the IMC. A number of other institutions also suffered from the blockade in the Assembly.

The list of independent institutions that operate with a lack of members or are dysfunctional also includes the Constitutional Court, the Independent Oversight Council for the Kosovo Civil Service, RTK, the Independent Competition Authority, the Electronic Communications Regulatory Authority, and others.

The Kosovo Law Institute warns of an increase in the number of dysfunctional institutions if the blockade in the Parliament continues.

"17 independent institutions are operating with incomplete composition, four of them are dysfunctional, unable to make decisions. If this situation continues, the number of institutions that cannot make decisions may increase," said Gzim Shala from the Kosovo Law Institute.

The director of Oda Consulting, political scientist Erblin Hoxha, meanwhile, says that with the Parliament's dysfunction, many independent institutions have been left without oversight.

"The lack of oversight of these institutions can lead to various abuses," said Hoxha.

The Constitutional Court recently found that in the absence of a deputy speaker, the Assembly has not been constituted, while the deputies have only 12 days to elect the Serbian deputy speaker from the entry into force of the judgment. /RTV21
