Following the remarks of Vetëvendosje MPs, the Parliamentary Committee on Foreign Affairs did not approve the Draft Law on the agreement for Kosovo's membership in the Peace Board.
The Chairperson of the Committee, Arbëreshë Kryeziu-Hyseni, said that the Vetëvendosje parliamentary group supports in principle the agreement signed by former President Vjosa Osmani, but has reservations about Article 2 of the draft law.
"We need to know which government we are restoring there. If you have the draft law in front of you, you can see which conflicts in the world we are talking about because there are currently many conflicts in the world," said Kryeziu-Hyseni.
The point she referred to states that the main objective of the Peace Board is to promote stability, restore credible and legitimate governance, and guarantee sustainable peace in areas affected or threatened by conflict.
"The main objective of the Peace Board as an international organization is to promote stability, restore credible and legitimate governance, and guarantee sustainable peace in areas affected or threatened by conflict," reads Article 2, point 2 of the draft law on membership in the Peace Board.
The chairwoman of the committee, Kryeziu-Hyseni, proposed forming a working group with members from all parties, with the aim of amending the contested article and passing the draft law to the assembly.
This proposal was approved with 7 votes in favor, including those of Lutfi Haziri of LDK and Elmi Reçica of PDK.
Albania approved the draft law on membership in the Peace Board in January. In the first chapter of the law - the purposes and functions, the wording is similar to the draft law proposed by former President Osmani, which also does not specify the place of conflict where the Board has a mandate to intervene.
“The Peace Board is an international organization that aims to promote stability, restore credible and legitimate governance, and ensure lasting peace in areas affected by or threatened by conflict. The Peace Board shall undertake such peace-building functions in accordance with international law and as may be adopted in accordance with this Charter, including the development and dissemination of best practices applicable to all nations and communities seeking peace,” states Article 1.
AAK MP Time Kadriaj has requested that the agreement be handled urgently.
"This agreement should have been brought earlier to this committee, then proceeded with accelerated procedures in the plenary session because we are seeing that many agreements, even ordinary draft laws, have been put on the agenda with procedures, avoiding the agenda, while an agreement with four articles should have allowed the government to have its own opinion, to have a legal opinion, but I don't know that there is anything wrong with this," said Kadrijaj.
On January 22, in Davos, Switzerland, President Vjosa Osmani signed the charter establishing the Peace Board, an initiative of the President of the United States, Donald Trump.
Under the pretext that this organization aims to address other conflicts, and not just the one in Gaza, most Western countries have not joined it. /TIME
