Foreign citizens who commit traffic violations detected by the “Safe City” system are not yet obliged to pay the fines. The Ministry of Interior does not have an active system of punishment for vehicles with foreign license plates, not even when exiting at border crossings. Alsat visited the border crossing in Blace to ask mainly Kosovar citizens whether they have received SMS messages from the “Safe City” system or whether they have been asked to pay a fine when leaving Macedonia, Gazeta Express reports from Alsat.mk.
"I've been coming here for a while now, but I haven't paid a fine yet," declared a citizen from Kosovo.

"They won't punish me and ban me yet, but we're afraid."
"Do you often travel to Skopje and come back? Yes, yes. And have you had no problem returning and paying a fine? No, not yet. We'll see, we're waiting to pay, but I hope it doesn't happen to anyone, not just me," he said. citizen from Kosovo.
The Ministry of Internal Affairs also confirms that the state does not yet have an active system.
"Regarding the payment of violations committed by vehicles with foreign license plates at border crossings, within the framework of the "Safe City" system, activities continue to finalize the necessary technical procedures for its full functioning," said the MPB.
The Safe City system came into effect on February 1st, and from that day until March 10th, a total of over 27 fines were registered, 26 of which were related to exceeding the speed limit./Alsat.mk
