The Ministry of Sports and Youth (MSY) has issued a new official circular, which sets out strict rules for the management, use and reporting of budgetary funds allocated to sports organizations in the Republic of Kosovo.
This document aims to increase transparency and accountability for every cent spent of public money.
The document obtained by KosovaPress states that from September onwards, financial support will be provided through two types of memorandums:
Memorandum on the Development of Annual Activities (MAV): Funds are transferred in four quarterly installments (Q1, Q2, Q3, Q4).
Memorandum of Special Interest Projects (MPV): Implemented in a single installment, unless otherwise provided.
According to this document, to benefit from the next installment, federations must meet the reporting deadlines: By July 15, installments TM1 and TM2 must be reported. By October 15, installment TM3 must be reported to benefit from TM4.
The main condition is that there will be no allocation of new funds without closing all previous advances.
From today, federations are required to have at least a secretary, administrative officer, and financial officer engaged.
The salary ceilings stipulate that the salary of a secretary cannot exceed the level of a middle manager in public institutions, while the salaries of other officials must be equivalent to those of public officials. The funds must be used only in four budget lines: Good Governance, which includes staff salaries, external audit, strategies and training.
Performance in competitive sport, which includes coaches, referees, camps, equipment and participation in world and European competitions. Active and healthy society, which includes recreational activities, girls' sports and activities for people with disabilities. Sports diplomacy and tourism, which includes international conferences and cooperation agreements.
For verification of expenses, the documentation must be original and meet the financial criteria: Fiscal vouchers are only accepted up to 50 euros. For payments from 50 to 300 euros, a regular tax invoice, signed and stamped, is required. For payments over 300 euros, in addition to the invoice, a bank transfer is also mandatory.
Expenses for alcoholic beverages are not allowed on trips abroad and an approved descriptive report is required. An important innovation is the obligation of sports organizations to publish activity and financial reports on their official websites every three months. Without this publication, MSR will not execute the next payment.
Federations are only entitled to funding while they are licensed, while in the event of revocation or suspension of the license, funding is immediately terminated.
