Today, from 10:00, the session on the constitution of the Kosovo Assembly will continue.

On the agenda is the election of the Deputy Speaker of the Assembly from the Serbian community.

This session was called following the full Constitutional Court verdict that was published on Wednesday.

In the continuation of the session, the fourth item on the agenda will be continued, namely the election of the vice-president from among the Serbian community.

With the election of the Serbian Deputy Speaker, the Assembly is considered constituted and the Assembly has 12 days to do so.

On Wednesday, in the full verdict in the case filed by the Serbian List for the constitution of the Assembly, the Constitutional Court did not leave it up to parliamentary groups or communities to keep the work of the legislative body blocked by not proposing a candidate for vice president.

"The Court clarifies that in cases where the constitutional right in the procedure for electing members of the Presidency of the Assembly during the constitution of the Assembly is not exercised by the deputies or parliamentary groups, who have the right to propose members of the Presidency of the Assembly, whether from the majority community or from the ranks of communities that are not in the majority, which may manifest themselves in obstructing this process, or in cases where, despite the will of the majority of deputies to elect a member of the Presidency, the Assembly is prevented from electing members of its Presidency, the Assembly may exceptionally continue its functioning even without one of the members of the Presidency of the Assembly, on the condition that the Presidency of the Assembly has a quorum in its decision-making in accordance with paragraph 3 of Article 20 (Meeting of the Presidency) of the Rules of Procedure of the Assembly, which stipulates that: "The decision of the Presidency is taken by the majority of the members present at the meeting", states the reasoning given by the Constitutional Court.

Thursday marks eight months since the general elections. The election of the Serbian deputy president concludes the constitutive session that began on April 15, paving the way for the process of forming a new government.
