Alliance for the Future of Kosovo MP Besnik Tahiri raised serious concerns during the meeting of the Legislation Committee regarding the draft law on the State Bureau for Verification and Confiscation of Unjustified Assets.

During the discussion, Tahiri highlighted three main issues that, according to him, conflict with the decisions of the Constitutional Court and the legal standards in force.

He pointed out that the draft law has not been subject to public consultation, a clear obligation stemming from the Government's Rules of Procedure, specifically Article 49. According to him, this constitutes a procedural violation and undermines transparency in the drafting of laws.

Tahiri criticized the fact that the Bureau and its Director are given the right to regulate verification procedures through sub-legal acts. He emphasized that this is contrary to the judgments of the Constitutional Court, as such matters should be directly defined in law and not delegated.

He raised concerns about the provision of retroactivity in the draft law, emphasizing that this conflicts with several current laws and violates legal certainty.

In conclusion, Tahiri emphasized that this draft law should not create a parallel institutional structure or a "paper tiger", but a functional institution that serves justice.

"Today there is one party in power, tomorrow it could be another; therefore, institutions must be at the service of the state and citizens, not political entities," he said.
