Although President Vjosa Osmani has had information since 2024 that Serbian judge Radomir Laban poses a threat to Kosovo's national security, and according to the Government's claims, he is also connected to Radojicic, the heads of Kosovo's institutions, led by the President of the Republic of Kosovo herself, have sent an official invitation to Constitutional Court judge Radomir Laban to participate in the Kosovo Independence Day ceremony in February 2025.

The President of the Republic of Kosovo, Vjosa Osmani, who has now entered the final phase of her mandate, announced in a press conference held on August 5, 2025, that she had withdrawn her request from the Constitutional Court since the referring judge for the case where it was requested to know what the legal consequences are for not respecting the 30-day constitutional deadline were, was appointed judge from the Serbian community, Radomir Laban.

"I did this as an immediate reaction to the already confirmed information that Judge Radomir Llaban has been appointed as the reporting judge in this request, for whose dangerous activity in 2018, 2021 and 2024, our security institutions have submitted clear and official information. According to this information, which in 2021 and 2024 was also shared with the Constitutional Court, this judge poses a threat to the national security of the Republic of Kosovo and is engaged in activities against the constitutional order of the Republic of Kosovo," the president had said.

According to Osmani, in such an extremely important case, Laban could not be the referring judge, since according to information from security structures, recently reconfirmed, he constitutes a threat to the national security of the Republic of Kosovo.

"It is deeply concerning how a judge about whom security institutions have officially submitted information that he endangers the state, is left to determine the fate of our constitutional order," Osmani told reporters.

At this conference, the President of the Republic of Kosovo, Vjosa Osmani, said that they would talk about this issue again in 2024.

The "echo" of this Osmani conference was also continued by the Vetëvendosje Movement, with even greater intensity after the publication of the latest verdict, which found that the chairman Avni Dehari had violated the Constitution, ordering that the agenda be followed and specifying only the open voting method as the path towards the constitution of the Assembly of the Republic.

However, despite the fact that the judge from the Serbian community, Radomir Laban, according to Osmani, poses a threat to national security, and according to the Kurti Government and the Vetëvendosje Movement, he also has connections with Milan Radojičić, the Serbian judge has been officially invited by the state leaders to participate in the ceremony celebrating the 17th anniversary of the Independence of the Republic of Kosovo.

In the invitation obtained by Gazeta Express, President Vjosa Osmani, as the leader of the state, leads in the names of the heads of institutions, in the invitation sent.

That all judges of the Constitutional Court of the Republic of Kosovo, including the Serb Radomir Laban, have accepted an invitation has been confirmed exclusively to Gazeta Express by the Constitutional Court itself.

"All judges of the Constitutional Court of the Republic of Kosovo have accepted the invitation to participate in the state reception ceremony on the occasion of the 17th anniversary of the Independence of the Republic of Kosovo," the Constitutional Court's response to Gazeta Express states.

Kupina, in his response to Gazeta Express, said that the invitations are handled by the Presidential Protocol, not President Vjosa Osmani. Kupina says that the Protocol should have taken into account Osmani's 2024 statement about Serbian judge Radomir Laban when drafting the invitation lists.

"The President neither compiles nor deals with protocol lists. It would be absurd to think that she deals with lists of invitations. The Protocol deals with protocol, not the President. We do not know who is on the list because the Protocol deals with these issues using protocol lists. The President has made a public statement about Mr. Llaban even in 2024. The Protocol should take that public statement into account when compiling lists of such organizations. The President has ensured that Mr. Llaban's file, through the KIA, is sent to the Constitutional Court, the Prosecution, and the Police. This has been her duty, not the duty of compiling protocol lists," Bekim Kupina, Media Advisor, told Express.
