Public procurement procedures are expected to be transformed, moving to a new system that will enable procurement through Artificial Intelligence.

Prime Minister Edi Rama, during a conference where the main developments in the field of procurement were presented, including legislation and procedures, stated that the new procurement system will be ready within this mandate.

"Diella is in a new phase of the process, as during this period 450 pages of detailed technical specifications have been drafted, which have been submitted for review to the World Bank, which has given the green light and we are ready to move to a unique system with artificial intelligence.

Our project is the first of its kind in the region, as it enables procurement with artificial intelligence to a very large extent of the process. No business will ever again collect papers up and down for public procurement.

Data will be collected by DIELLA through more than 40 public registries and will be made available to the project to be managed with a click. Every action will be on screen, transparent and manageable.

This will end the problems of calculating public funds and reviewing procedures. Everything will be done with algorithms from the Sun.

The system is planned to be built on the highest principles of transparency, set by international institutions and organizations.

"We will be in a completely new phase within this mandate, for a European Albania 2030."

Prime Minister Edi Rama stated, among other things, that Albania has made significant progress in the field of public procurement, emphasizing the reduction in the duration of procedures and the increase in competitiveness compared to some European Union countries.

According to him, the Court of Auditors' report shows that Albania has competitive results compared to EU countries. He emphasized that 23.5% of procedures in Albania are carried out with one bidder, while the European Union average is 32.5%. Meanwhile, Sweden and Finland result with 22.9%.

"We have an average of 3.7 bidders per procurement procedure. In 2025, only 12% of public procurements were conducted with one bidder, while the EU average was 14%," said Rama, adding that Albania is at an advanced stage in this sector.

On the other hand, the negotiator for Chapter 5 "Public Procurement" and the General Director of the Public Procurement Agency, Reida Kashta, stated that the institution has prepared the material for the European Union with data from the last five years.

She emphasized that by August 2026, all field workers will undergo testing for certification according to the new standards.

Kashta also highlighted that the use of framework agreements has increased to improve performance and competition in public procurement, while for the first time the participation of women-owned economic operators is also being measured.

According to her, the new public procurement system will also include elements of artificial intelligence, as part of the modernization and increase in the efficiency of the administration of procedures.
