Palatova: EU expects a spirit of compromise on the creation of Kosovo institutions after June 7

The Acting Head of the EU Office in Kosovo, Eva Palatova, has said that the European Commission will use information on Kosovo from the latest regional justice survey, conducted by the World Bank, to measure the progress of the reforms the country has made.

According to the survey, citizens think that corruption is less in the justice system, while businesses say the opposite. Also, another finding is that trust in the judicial system has increased by 6 percent in the 2025 measurements, compared to those in the 2025 courts.

In addition, Palatova stated that the European Union welcomes the formation of new Kosovo institutions after the extraordinary elections of June 7, in order to, as she said, move forward with the necessary reforms in the context of the EU integration process.

She also said that the EU expects a spirit of compromise in the creation of these institutions.

“We are analyzing with great care the information collected from this questionnaire because it speaks about the level of efficiency, equality and independence of the judiciary. This helps us to better understand how the justice system is functioning practically. This gives us a clear and good picture and this is then included in the annual report for all countries, including Kosovo and especially on the one hand the assessment and on the other hand the recommendations for our advocacy, the reforms requested by the various stakeholders of the rule of law system due to the medium-term objectives of Kosovo to start negotiations for membership, the essential things in this regard to be determined by the methodology of the European Commission are precisely group 1 which are fundamental and this covers chapters 23 and 24 which are directly related to the judiciary and the rule of law. Meanwhile, the senior specialist in this field at the World Bank, Klaus Decker, said that regarding the independence of the justice system, the results are interesting, comparing the data from 2020 with the 2025 survey, for which he said that citizens, judges and prosecutors see positive developments, while businesses and lawyers are more critical. /KP/
