President Vjosa Osmani has said that secret voting is allowed, but that there must be consensus among MPs.

"It is allowed as a possibility, but there must be a decision of the session, the deputies must be asked," she said.

The chairman of the session, Avni Dehari, after several consecutive failures of Vetëvendosje's candidate for speaker of parliament, Albulena Haxhiu, to obtain the necessary votes, has been putting a commission to the vote since May 1st that would oversee a secret ballot for the new speaker of parliament.

Following the ruling issued by the Constitutional Court, the Vetëvendosje Movement is insisting that the secret ballot has not been rejected, while other parties, PDK, LDK and AAK, say that the ruling was clear that the form through which the new speaker of parliament should be elected should be done according to current practices, which are open voting. These parties are accusing Dehari of unconstitutionally putting this commission to the vote.

Osmani also warned that if the Assembly is not constituted within the constitutional deadline of 30 days, then the deputies will face legal consequences.

Osmani made these statements in a statement to the media after the swearing-in ceremony of 18 new cadets of the Kosovo Security Force.

She said that she is planning to address the Constitutional Court with a request for clarification "very soon" in the event that the Assembly is not constituted.

She emphasized that the deadline set by the Constitution is not optional and that its violation cannot go without consequences.

"We have had good meetings, but of course the main parties still have diametrically opposed positions, but this does not mean that within this deadline there will be no rapprochement. There are some things that can be approached. The current blockade on the type of voting is very, very irrational. We also have two or three new cases in the Constitutional Court regarding the method of voting. I do not know if in these cases a temporary measure has been requested to prevent the deadline from running, if there is no temporary measure to prevent the deadline from running, we have less than 25 days left and the Court's judgment does not allow the constitution within 30 days as an option, but I clarify it by taking into account interpretations of different states in a similar constitutional system, and whenever this is mandatory", said Osmani as quoted by EO. /Express/
