Announced for 08:00, Kosovo President Vjosa Osmani started her press conference a few minutes late. In this press conference that came after last night's events in the Kosovo Assembly, Osmani said that citizens did not want elections.

"Citizens did not want elections. This situation was created by the failure of the assembly to perform its duty. Irresponsible people with dangerous intentions brought the country to this point," said Osmani.

The people's representatives decided last night to send the country to new elections. This situation was avoidable and it is unfortunate that we have reached this point.

Today, in accordance with my constitutional powers, I have issued a decree to dissolve the Assembly. In a constitutional republic, there is something that is above party calculations and the interests of the moment: the Constitution. It is the fundamental contract of the state and its citizens.

This failure was neither accidental nor thoughtless; on the contrary, it was calculated and deliberate, which is even more disturbing.

The new president's term was supposed to end on April 4. This means that March 5 was the deadline for his election. This deadline has already expired. We are not dealing with a political debate, but with a clear constitutional fact.

The Assembly has failed to fulfill one of its fundamental constitutional obligations. An assembly that fails to elect a president cannot continue indefinitely without performing this duty.

The deadline for this process was clear and ended last night at midnight. The deputies had 23 days at their disposal, but they decided not to fulfill this obligation.

The fact that the Assembly has chosen not to use the available days does not change the Constitution. The Constitution does not function according to the logic of political convenience. No request to the Constitutional Court suspends the course of constitutional deadlines.

Today we do not have a situation open to interpretation: the constitutional deadline has already passed.
