The Portuguese was booed by his own fans when he was substituted during the 3-0 home defeat to Udinese on Saturday and has not scored a goal since March 1.
Leão has a €175m release clause that can be activated between July 1 and 15, but the Rossoneri are aware that no club will pay that amount for the 26-year-old after another season of fluctuating form.
The only big variable could come from the 2026 World Cup, although Leão last scored for the national team in November 2024.
Previous reports claimed that Milan would accept offers of around €50m, and Gazzetta says it has "never been easier" to convince the club to sell the winger.
Bayern Munich and Barcelona have previously shown interest, but have not entered into advanced negotiations with Milan or the player's representatives.
Chelsea offered around 80 million euros a few years ago and may still be interested, but according to "Gazzetta", Manchester United in particular "could be a stronger option than other clubs".
Leão's contract at San Siro expires in June 2028.
