"Left" proposes law against nepotism and partisanship in healthcare

The parliamentary group of Levica will submit to Parliament a draft law to remove the discretionary right of directors in public health institutions during employment. With this initiative, it is envisaged that the best ranked candidates will be selected through transparent competitions, with clear, measurable and verifiable criteria.

According to Levica, this draft law is a necessary step to eliminate the old practices of nepotism, partisanship and clientelism, by forcing respect for ranking lists and objective criteria in employment. "Public health has been burdened with systemic nepotism, partisanship and clientelism for decades, where family ties and party affiliation are valued more than professionalism and integrity. The discretionary right of directors has been transformed into an institutional mechanism for the reproduction of privileges, turning public health into a closed system of partisan and inherited employment," Levica's announcement states.

As a result of these policies, according to them, the most qualified and highest-ranking employees are systematically excluded from the public sector and forced to continue their careers in private clinics or abroad. This, according to Levica, constitutes a serious blow to public health, as the state invests in the education of health professionals, while the benefits are received by private structures, foreign countries or other sectors. At the same time, the Health Insurance Fund faces additional expenses for treatments in private clinics and abroad, while patients are often forced to sell assets to be cured. Levica calls on all deputies to support the draft law and to side with the public interest, health workers and patients.
