Parliament Speaker Albulena Haxhiu has said that they cannot call a session to elect the president without having candidates who have 30 signatures.
"Allow me to address some issues on this topic that I consider important also due to the numerous requests addressed to my cabinet in relation to the same. So, the Presidency of the Assembly cannot act without having candidates who have 30 signatures. So it is required that there be two candidates, but it is allowed to have three or four candidates because as you know, the Assembly of the Republic of Kosovo has 120 deputies and each candidate must have 30 signatures, but one deputy cannot provide the signature for two candidates. So only for one candidate. The election of the president is therefore an important moment, therefore as the Speaker of the Assembly I consider that the process of electing him or her must reflect responsibility, prudence and above all a spirit of cooperation", she said after the meeting of the Presidency of the Assembly.
Haxhiu said that honest discussions are needed and not barricades like in the past.
"The Constitution and the Court's judgment require 80 votes in the ballot box for two rounds. So, for the third round in the second, while for the round there are three rounds: the first, second and third rounds. But in the third round we can only have 61 votes in favor. So, it is important for us to pass the first two rounds with 80 votes in the ballot box, while the last round or the third round is enough for us to have 61 votes in favor. This means that its spirit is clearly the spirit of consensus. No single party can do it. Therefore, honest discussions are needed, with reasonable demands and not barricades of the past. As Speaker of the Assembly, I welcome the discussions and meetings that have begun between political parties. I also support every serious effort for constructive dialogue between political parties, with the aim of finding a unifying candidacy," she said.
Haxhiu says that delaying processes or introducing the country into a new electoral cycle would be an unnecessary political, but also institutional, cost.
"We have a lot of work ahead. Citizens expect results, reforms, but also stability. Procrastinating processes or introducing the country into a new electoral cycle would be an unnecessary political cost, but also an institutional one. So, once again to return to the issue: We have been asked why the Presidency of the Assembly is not proceeding with the call for a session to elect the president. We as the President of the Assembly cannot act as long as we do not have nominations, that is, candidates who have 30 signatures from the deputies of the Assembly of the Republic of Kosovo.
