Former President of the Constitutional Court, Enver Hasani, in an interview with KoSSev, said that even if the Constitutional Court decides on a temporary measure, this does not affect the constitutional deadlines that have started to run since yesterday.
"If the Court decides on a temporary measure, it will be related to Ms. Osmani's decree, not to the work of the Assembly," Hasani said.
He said that if the Constitutional Court makes a decision on such a measure, the Assembly can continue its work until the Court finally decides on the fate of President Vjosa Osmani's decree to dissolve the Assembly.
"However, I sincerely doubt that the Court will impose an interim measure. This would probably be the most appropriate solution, as the Court should not interfere in daily political conflicts. This would mean that the elections would be held as proposed on Friday by the opposition political parties in consultation with Ms. Osmani, and that the Court would issue its decision sometime during the summer, without retroactive effects," Hasani said.
According to Hasani, whenever a decision is made, the Constitutional Court will annul President Osmani's decree, since according to him, it violates the foundations of the constitutional system.
Regarding the consultations for the elections, Hasani said that their fate depends on the decision of the Constitutional Court.
"The fate of such consultations and the elections themselves depends on the Court's decision, namely whether the Court will impose an interim measure or not," he added.
