The scanners for controlling goods, which the German state will donate to Kosovo to be installed at the border points with Serbia, are expected to be delayed. The German embassy has confirmed that they will not be able to come to Kosovo before next year. The equipment with these scanners is a condition for Kosovo to lift restrictive measures against the entry of goods from Serbia at most border points.

Kosovo's condition for easing the measure for the import of Serbian goods through the border points in Brnjak, Jarinje, Mutivode, Dheu i Bardhë and Muçibabe remains the equipment with X-ray scanners.

But the Kosovo government's decision taken on October 7, 2024, appears to remain in effect for several more months, since these scanners will not arrive as a donation from Germany to Kosovo until at least next year, the German Embassy announced.

She confirmed to Dukagjini Television that the procurement process is still ongoing, which, according to her, includes detailed assessments to ensure that the most effective solutions to specific challenges at the border are identified.

“Germany remains fully committed to supporting the Kosovo government in providing the necessary scanners for border crossings. Due to the technical complexity of the project – as X-ray scanners for the transport of goods are not finished products, but have to be assembled piece by piece – this process requires time and careful consideration. All efforts are being made in close cooperation with GIZ, the relevant institutions of the Kosovo government, the EU and other international partners. Taking into account the time needed for the production and delivery of the scanners, as well as the numerous crises in different regions of the world, the delivery is expected to take place in 2026,” the German embassy announced.

Germany is giving this donation to Kosovo in cooperation with the USA.

Regarding the arrival of the scanners, the government has not responded to Dukagjini's questions since Thursday.

The acting Minister of Finance, Hekuran Murati, has no knowledge of this process.

"There are some in the process, I don't have this information, if you can ask Customs - they are leading the process and will notify you," said Hekuran Murati, Acting Minister of Finance.

Customs did not provide such an announcement even in response to television questions.

However, their arrival is seen as necessary by security experts, who believe that there can be no easing of measures without the completion of this process.

"With the installation of these devices, namely scanners, it will be possible to scan any goods, reducing time and being more effective in identifying dangerous things, namely weapons, drugs and so on," said Armend Halimi, a security expert.

The only point where Kosovo is allowing goods to enter Kosovo is Merdar.

The Kosovo Government made the decision to restrict the entry of Serbian goods after Serbian authorities kidnapped three Kosovo police officers within Kosovo territory.
