The leader of the Democratic Party, Sali Berisha, said today that he will not sit down with the government on territorial reform.
Responding to media interest, Berisha said that the DP does not recognize the legitimacy of the Rama government.
"The DP does not recognize the legitimacy of Edi Rama as prime minister and cannot accept to sit with him. The DP cannot accept the legitimacy of chairs over electoral farces. Electoral reform is done by political parties. I am not saying that the SP is not a party of the political spectrum in Albania. Electoral reform is done by political parties, not by the government. He did everything, he canceled the reform that was achieved, he put his hand in and achieved what he wanted," said Berisha.
"But electoral reform is always an attribute of political parties. The Socialist Party is a political factor of political pluralism in Albania, we do not determine who it will elect as its leader or who its leader is, so with the Socialist Party we cannot say that we will not sit down for electoral reform. There are recommendations and we will examine them. But not with the government, we have no business with the government. The government has no legitimacy in these elections, it has lost legitimacy", Berisha underlined.
Berisha commented on Prime Minister Edi Rama's meetings with the heads of municipalities elected by the Socialist Party.
"The taking of local government competencies from the central government is a serious unconstitutional act and is a clear violation of the Charter of the Congress of Local and Regional Authorities of the Council of Europe, signed by Albania," Berisha added.
"It is a serious violation of the Constitutional Court's decision of December 2006 that prohibits or removes the right of the central government not to make any changes to the decisions of the local government," Berisha stressed.
"The Constitutional Court has ruled in that decision that regarding objections that the central government may have, it cannot intervene in any way, except through the courts," Berisha emphasized.
